Don't turn on those smartphones during takeoff just yet.

That's the message from the Association of Flight Attendants-CWA in response to the Federal Aviation Administration's announcement on Oct. 31 that passengers can use electronic devices to listen to music, read and play games during all phases of flight.

The relaxed rules, though, apply only to aircraft where communications, navigation, flight control and electronic equipment can tolerate radio interference signals from electronic devices. The F.A.A. now requires an airline to show that its planes can prevent any interference that could pose a safety hazard before implementing the new rules.

That means policies will vary among airlines and even within a single airline when not all planes are compliant with the F.A.A.'s standards.

In the coming months, a passenger could be allowed to use his electronic device during all phases of one flight, transfer to a different airline, and be forbidden from using it during takeoff and landing.

Sara Nelson, the international vice president of the Association of Flight Attendants-CWA, said that "the biggest challenge is this issue of inconsistency."

"The confusion of the rules between carriers, between types of aircraft, will create a problem for flight attendants," she added.

Another potential problem for flight attendants: the ban on using cellphones to talk and text remains, but passengers are now allowed to use their cellphones to read, listen to music and play games so long as they are in airplane mode.

But how will flight attendants be sure that their cellular services are indeed disabled?

Ms. Nelson admitted that flight attendants "can't possibly go through and check every single device."

"But we do call on the passengers to listen to the flight attendants' instructions," she added. "It's not arbitrary. When we give that instruction, passengers should be assuming that is for their own safety."
